On the 23rd of January 2020 I found that my card was being declined and then discovered that multiple transactions had taken place through PayPal.
Someone had submitted the same transaction three times in a row for $223.27 AUD until they were declined. Then they processed smaller transactions for $75 and $90 until my bank account was overdrawn.
I contacted my bank and was able to have the transactions reversed. I immediately contacted PayPay saying that someone had hacked my account. I changed my PayPal password and submitted a report to the Resolution Centre.
On the 25th January, I was advised "We've reviewed your unauthorised activity case, and determined that there was no unauthorised use of your PayPal account. Based on our review, we found this transaction is consistent with your PayPal payment history. As a result, we've closed this case."
Then on the 28th January, PayPal again submitted transactions to my bank and successfully withdrew two amounts of $223.27 plus one of $75 (a total of $521.54). Unfortunately, I didn't notice this new activity until it was too late for the bank to reverse them. I can't contact PayPal because they say that the case is closed.
What can I do now? I repeat that I did not make any purchases of any goods or services and I have not received any goods or services. How can this not be grounds for a complaint?
The details of the transactions are as follows.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
OR
have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

Paypal has sent me the same message and refused to fix the issue
"We've reviewed your unauthorised activity case, and determined that there was no unauthorised use of your PayPal account. Based on our review, we found this transaction is consistent with your PayPal payment history. As a result, we've closed this case."
all i could do was contact my bank and hope they can do something about it.

I think the problem lies in the automated responses built into the PayPal system. Try to speak to a person!
In the end my issue was resolved and I received a full refund after speaking directly to someone from PayPal. We changed the dispute from one of fraud to one of "not receiving the goods I paid for". Because the same kind of scam is happening to so many PayPal customers, I can't understand why they don't reverse these payments immediately. Good luck in getting your issue resolved. 🙂

Same thing happened to me too.
Xsolla HK Limited
xsolla.com
$256.25 AUD = $143.40 USD x 2
Someone purchased the same game twice!! on via this saller!!
I called the Paypal customer service but couldn't get hold of any staff due to COVID-19 (not enough staff!! they said... it's online business, they can work from home!! what are excuse!!) anyway I requested a refund on the Resolution Center and got to wait and see what's gonna happen.
I don't save my password on any website even the Paypal, so every time when the Paypal transaction occur, than I put my password!!
It seems like few people had the same issue on unauthorized Paypal transaction!! which makes me thinking about pull out of this Paypal!!
Is anyone received a refund from this Xsolla dot com unauthorized transaction?
Please share the information if you receive the refund.
Thank you
