Unauthorized Ipvanish Transaction

I received an email from PayPal providing a receipt for $134.90 for Ipvanish. I never enrolled or authorized payments for this. The transaction does NOT appear on my Paypal Activities. The only evidence is an email. I think the email is scam, but can't figure out how to contact Paypal to inquire. My situation does not fit in their "dispute transaction" box because the charge has not yet shown up in my activities. How can I confirm this is a scam and how do I report it to PayPal?

Oh no! I would first advise ensuring that you don't have any billing agreements currently active that you don't approve. I had the same thing happen to me today. I cannot report the transaction as unauthorized because it doesn't appear in my list of transactions. I forwarded it to spoof@paypal.com. Is there any other precaution i can take, other than monitoring my Paypal account to see if the false transaction appears? There is not such transaction showing in my account as of today.
