Validate UK ID Cards?

I've recently hit that EU receiving limit - as I use PayPal to sell via eBay and other online stuff - now it's locked up with a bunch of money inside I can't access. So, they've asked for my proof of address and an ID. I don't have a passport, I don't have a driving license - so I applied for a Validate UK ID card. However I'm now concerned that PayPal won't accept this. Does anybody know if they will? And if they won't, is there anything else? I've emailed them multiple times asking but have gotten no response whatsoever.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
