What can I do next?

I paid £43+ via payPal on 16th December. The delivery date was quoted as end of January. Nothing has arrived, so I emailed the seller on the address PayPal supplied. This came back as 'cannot be delivered' (twice).

I cannot find out how to escalate this claim, and I'm worried as I have read trustpilot reviews from others about this seller - IrisRuby - which are the worst I have ever seen! (And completely different to the reviews I read prior to purchase!)
