It's called Purchase Protection. There is no guarantee. The "protection" has terms and conditions with limitations. It don't cover everything and in certain circumstances, you can lose the protection or the dispute.

Why don't you actually go and read the small section on buyer protection in paypals user agreement so that you can risk assess your own transactions?
Paypal guarantees nothing, they give you 'some' buyer and 'some' seller protection but its up to you to decide who you buy from and what item you purchase.
Advice is voluntary.
