Hello all,
Today Nov 23, I received a email from PayPal saying I can no longer use there account (see attached). Next, I sign into my account and noticed a notification up top and it verifies I can't use there service (see attached). Backstory: I created my account on Nov 4 because PayPal wouldn't let me continue to 'guest checkout' on eBay using my credit card. So I created an account for that reason, to continue to buy stuff from eBay. Last week, I received in the mail my merchandise. It had a large crease mark that wasn't in the listing photos. So I assumed this was from shipping damage or poor packaging by seller. I took pictures and sent this to the seller. The seller offered partial refund and I accepted. I received partial refund on Nov 21.

Update 1: I did the call back option and spoke briefly to a CS Rep who said he would transfer me to a "specialist."
Update 2: Another CS Rep whom I thought was a "specialist" asked me about my issue, after explaining. Said she would transfer me.
Update 3: Finally, got in touch with the Limitations Dept. The "specialist" Ann (rep #1672811) who asked for my name and email. The same thing the previous 2 reps asked for. I get the feeling they are in separate offices and/or cannot relay this information. After explaining my issue. She said even if you didn't open a case from eBay or PayPal, the seller sending the partial refund (counts as a dispute) and therefore nothing can be done, you can no longer use our services.
I asked her if she had a PayPal account and she said Yes. Then I told her in my shoes, what she would do? She said I'm sorry but there is nothing I can do. Next I asked her how can I buy stuff from eBay using my CC? She said you can still use your CC because eBay sellers accept it. I told her that you don't get it. When I "guest checkout" my CC will be declined because of PayPal. The sellers use PayPal. Not everyone uses eBay's new payment processor "Managed Payments." She then said ask the seller to have you buy it outside of eBay. I told her that is a violation of eBay policy and I won't do that. Next, she said w/e I'm buying from eBay. I can buy from Walmart or Amazon. I told her not the particular category of merchandise I'm looking for. She said I'm sorry but you can no longer use PayPal or its services.
I said okay, what is your name. She asked me why I want her name? I said for reference purpose. She gave me her first name (if its true who knows) and refused to give her last name. Then I asked for her rep #. She asked why? Again I said for reference purpose. She gave me a # (again who knows if its true). Next, I asked to be transferred to a Supervisor, Manager or District Manager. She probably knew this was going to happen, said okay and put me on hold. 2mins later, the line disconnected.
Conclusion: Do not buy anything expensive (i.e.: $500+) from eBay using PayPal. If your order is damaged, do not ask for partial refunds or click return item, stomach the loss and move on. I know this is crazy but there AI must be clamping down hard on anyone they deem a threat. Hope this life lesson helps anyone reading this. I'm off to BBB.org to file a complaint. Can't wait for all sellers to embrace eBay's Managed Payments in 2021 and dump PayPal for good.
