cancelled / paid item being shipped

I purchased and item on 11/24. Seller accepted payment  and printed out shipping label on 12/1 but never shipped the item. On 12/8 I contacted seller to inquire. No response. On 12/10 USPS was still awaiting the item to ship. I contacted seller and cancelled the order and requested refund. On 12/11, still no response from seller. I sent another email clearly stating the order is cancelled, as the store advertises 'shipped with in 24 hours' of  purchase. Still no response. THEN, the night of 12/11 (several hours  after my last email) the tracking on my item shows that USPS has now received the item to ship. This is hours after my SECOND cancellation notice. And I have still to hear from seller.

So, if the seller wont respond how do I get my refund? I no longer want the item as I purchased a different item from a different location.

I read about a similar case over on eBay where a seller waits about a week in order to ship and never respond to buyer and the buyer in the meantime bought the item from another seller. It didn't end well for the buyer. The buyer refused delivery and filed a dispute and lost because tracking shows the item was refused. When you get the item, you can still file a dispute but PayPal won't rule on it according to Purchase Protection policy and you'll have to resolve it with the seller. I don't understand why the seller waited so late and won't respond to update the buyer.

 

It makes me suspect that seller order the goods from somewhere when they get the order and when it arrives they use the shipping label they already printed locking down the shipment when item arrives. What are these people (sellers) doing?
