card confirmation failed , got charged with 1.50 euros but the card got declined after

hello guys i need help please , am new using paypal so i wanted to link my mastercard (payssera) with my paypal account after i entered my card and confirrmed it i got charged with 1.50euros and i recieved the code on my payssera app but then the card got declined for no reason i dont know why , can you help me please ? thank you and have a nice day

and now my account get limitations because itried to change the adresse many time to be exactly like the mastercard :'( please help me
