help to verify account details and remove limitations

Been struggling to restore limited account for some time.
My account activity has been limited since 20th May 2020. Paypal require to submit following info to verify my account details:
1) Upload a photo ID - This step completed.
2) Provide proof of your address - First time submitted water bill with my name and address, It was refused by Paypal staff because did not contain required information. Second time submitted electricity bill. Got approved my address after 10 days of waiting.
3) Provide your business information - First time I submitted invoice for advertising purchase from my company, got refused, because wrong document. Second time submitted record from official government business register that shows my business ownership and registration details, got refused, because wrong document again.
4) Provide information on account activity - First time wrote brief explanation of each transaction, got refused, because does not contain required information. Second time submitted most detailed explanation of each transaction and overall account activity, got refused again, because The document you submitted doesn’t contain the requested information.
Also I keep getting repetitive email requests to explain to Paypal department payment transaction on hold since 5th May 2020 that has word C u b a in description. Had replied them 4 times explaining item details and where it came from. No one contacted me on this issue. Just keep sending me these generic emails requesting an explanation.
Need help to solve steps 3 and 4 also regarding these repetitive emails. Customer support proved to be useless. Sending messages every other day asking for detailed explanations and assistance on this issue, but they cannot do much about because limitations has been put on my some other Paypal distant department.

For me, there is absolutely no issue or complaints regarding my newly opened account but it was suddenly and unjustly put into "limited" status without informing me why. I am guessing that this might have been done by an irate PayPal Customer Service Agent (maybe Emmanuel-he was the last person I talked to) just because he decided that he no longer wanted to provide the customer support regarding my previous account which was closed by PayPal despite still having money in it. It was only $13. Putting my new, fresh and clean PayPal account on hold is terribly unjust. Its literally power-play just because Customer Service Agents know our limitations. Now I am imposed to attach several information about me which could compromise my privacy. In fact how can I trust PayPal to handle private information properly when their Customer Service Agents do things like this in a snap of a finger?

Unfortunately there is no other way around. Have to go through verification process. Only question here is how competent people work in this department. Did they actually take time and check submitted details or they just pass everything because they did not like something or fell lazy or just lack of experience.

Well... I can tell everybody now. When people handle our accounts this way, there is something terribly wrong. How can we be assured regarding the safety and privacy of the information that we are just so easily handing to them, and how can we investigate matters if something goes wrong? The solution to this is "competition". If they are not threatened, they will feel confident that there is nothing to improve. They do not need to change anything, they can be just taking matters easily. I've read of a person in this forum who submitted their requirements last May 2, 2020. PayPal Customer Service told them that they will get back. It's already June 13, 2020 and maybe... still nothing.
