refund if depop seller refusing

My daughter bought a hoodie advertised on depop, advertised as unworn and through communication he said had no defects and if unhappy he would refund her .. no quibble.
The reality ... hoodie has a pen mark on the front which now we know it is there can be seen on the original photo(clearer in real life). The big issue is that pretty sure its fake, the stitching on the labels is shoddy(double stitched, loose stitching and off all over the place). My daughter decided for what she paid for it she wasn't happy and went through the proper channels. She received an email from paypal saying to return it and the seller would issue a refund.
Since then the seller has tracked her down over facebook and is bombarding her with abuse. The seller has admitted the hoodie was worn, presented a receipt from 2013(just proves he bought something from said shop) to prove authenticity even though originally it was apparently bought last year. Denied offering a refund even though she has proof and is basically saying he won't under any circumstances give her a refund.
So if she returns it by recorded post will paypal refund her? she doesn't want to return it and find she doesn't get a refund and the seller also has the hoodie. Does paypal refund even if the seller has already withdrawn the funds?

If the tracking status of the return shipment shows "delivered", then PayPal will refund so tracking number will have to be submitted to the dispute. PayPal will put the seller's account in negative (if they do not have an available balance) once the dispute is opened and seller will need to add funds to their PayPal balance to zero it out or when they make a purchase, PayPal will tack on the negative balance to their bill. There are cases where the refund ends up being canceled due to no funds in seller's PayPal balance OR the seller's bank account. PayPal will try to collect like when the seller buys something but no guarantee. PayPal don't necessarily issue refunds on disputes out of pocket.

So i'm guessing that if paypal think shes just disgruntled that she paid to much for it they wouldn't refund if she returned it. So the worse case scenario is the seller keeps the cash and the hoodie? even if he told paypal he would refund and she has screen shots of him stating it?

How do I open a dispute with a seller when a purchase goes wrong?
You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website
By opening a dispute, you can communicate directly with your seller to work out a problem transaction.
If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.
These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.
To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.
Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.
If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.
