BUYER WON SNAD CLAIM FOR ITEMS HE DOESN'T EVEN HAVE YET!

PayPal, this is RIDICULOUS!  I just posted two days ago about an international buyer who filed a "signficantly not as described" dispute against me stating that he had received "unusable garbage" when we had photo documentation (which we also uploaded to PayPal Resolution Center) showing that his items were brand new and in perfect condition.  They were one-of-a-kind, too, so we couldn't have sent him anything else.  Lo and behold, we check the tracking information for the packages and it turns out that the items HAVEN'T EVEN BEEN DELIVERED TO HIM YET!  How can he file a SNAD dispute for items that he hasn't even received yet?  When asked for photos of these supposedly damaged items he refused.  Immediately suspecting a scam, I escalated the dispute myself to a claim and provided 22 pages of photos, tracking and shipping proof, and other evidence to PayPal.  Well, today, I find out that PayPal has ruled in the BUYER'S favor and is allowing him to return his items-that-haven't-even-been-delivered-to-him-yet for a full refund of $2500!!!!  OUTRAGEOUS.  What on earth is he going to return?  An empty box?  And he'll still get a $2500 refund from us for that and we'll be out on our money AND the items that we sent.  How is this even possible?  PayPal, did a human being even bother to look at the evidence and tracking information provided and SEE that this dispute was a total scam and now you're robbing us of our hard-earned money and letting a buyer send us back God-knows-what and refunding him, all the while once his actual items are delivered he'll get to steal those?!  How can you even allow such a thing to happen?  This is the FIRSt I've ever heard of a scammer winning a SNAD claim for an item he hasn't even gotten yet and can't even prove he has on hand!!!
