Buyer received item, left positive feedback, and INITIATED CHARGEBACK!

I sold an item on ebay that ended on December 1st. The buyer paid on December 3rd and I shipped the item on December 6th. The delivery confirmation shows buyer received the item on December 23rd (the buyer is in Puerto Rico). The buyer left me positive feedback on December 26th. Then the buyer initiated a chargeback through Paypal on January 7th for item not received. I have no idea why he did that. He didn't even contact me or went through the Ebay resolution process, but instead went straight to his credit card company and Paypal to initiate a chargeback. I immediately responded to Paypal resolution center with tracking information. The buyer didn't even explain why he is initiating a chargeback, provide any information, or respond to the dispute he opened. This guy is definitely out to scam me. I then chatted with an Ebay agent who helped me report the buyer. I added $148 to fill the negative balance since I had to pay for an item I bought.
I'm wondering when Paypal is going to resolve this and when I will have my money back.

Paypal is USELESS. It's been a week since I submitted tracking info nothing has changed. Now I don't have the item and I'm going to lose $150.

I am not familiar with Puerto Rico shipments but let me ask you. What information is available via your tracking numbers? Does it say delivered or is there anything about a customs office?

The last status of the package from the delivery confirmation number says it was delivered to Trujillo Alto, PR, 00976 on 12/23/10

So it shows it was delivered? What was the total accepted payment on this shipment (including shipping and handling)? Did you request a signature confirmation if it was over $250?

Yes it was delivered. He even left positive feedback saying it was a nice item with a nice price.
The total including shipping was $153.51
No signature confirmation.

If what you are saying is correct I would not worry about this dispute. It would be on him to re-ship the item to you in which case the cost will typically run most scammers off.

What if he does not do anything? Would Paypal close the dispute and return my money, or is it all up to his credit card company?
