Can the government access PayPal to garnish a tax levy?

Previously the California State Board of equalization access my personal account and take thousands of dollars even during a tax dispute... I'm wondering in the access PayPal or not? ie. As a PayPal a safe place to hide your money from the government?

The government can go anywhere, including Paypal.
All it takes is a notice of Judgement and a Sherriff.
