Ebay Motor Transaction need help in unusual situation

I have a seller who it looks like manipulated me as high bidder by bid shilling. EBay will not give specifics but did tell me to contact the security team, PayPal & my local police. I have also retained an attorney William Kenrick PLC in case I need one to resolve this for me. The seller retracted and cancelled both the 2 different bidders that had outbid me by quite a bit. After being outbid, I was at the hospital & got a notice stating I won the Mercedes. I thought this was the Mercedes I was working with a seller on from a 2nd chance offer that had expired but he had not relisted it yet and I was going to purchase it & he was extending the 2nd chance offer. So when it said pay $300 click here, and because I was doing it thru my cell phone, I thought I was paying on that. that was to be his money. I was to pick the car up from him Monday or Tuesday and I even put that in the PayPal notes. When he didn't get the money and I realized what had happened, I contact the borrower and told her that although I could not do this financially, I would try to, under good faith, pay for the car. Then I found out she didn't think it would drive to Phoenix although the ad said engine & similar had be replaced within the year. Now it will not make it to Phoenix? That was issue 2. Then I was faced with issue 3 when I contact DMV Az to find out what was required to reg & title this car. They said inspection & if there is an engine or similar parts not original, they require receipts & other stuff I provided a request for from buyer, at time of inspection. Again, all I hear is that I am liable to pay period. So I contact eBay who looks into seller bid history. Although they can not tell me what they found, they suggest I contact the security team, PayPal, and my local police. I have also retained an attorney in case he needs to take this over for me. I advised seller I will not be able to title the car if she can't provide this info & she said to bad I should have asked this before auction ended. I explained I was not aware I was a contender or had the issue until after it ended. She said too bad. I adv of the non binding policy as eBay explained to me. Still seller is not concerned. Did formal request for refund, she denied. Do I need to pay her the other $699 in order to get PayPal to help me with this? The police said I am not to give her another penny, but I do not want to lose the $300. They said to take her to court for it. I retained the attorney to do that but that seems to be against what eBay and PayPal promise as a safe fair buying process. Please tell me what I can do to stay within the rules under this particular situation. I have done everything under good faith and seller has not made any attempt. Thank you

Just file a dispute for the deposit on the basis of "not as described" here;

And escalate it in about a week to a claim.
And go ahead and contact the security team - sounds like the seller will disappear from ebay shortly.

And tell the seller to pound salt for the rest of the money - the worst that can happen is that you'll get a strike against your account, which means nothing if you don't make a habit of it.
