Laptop lost via USPS Priority Mail!

So here is the story,

I bought a Sony Vaio Z from someone on Craiglist. I paid 1150 dollars and he shipped it next business day (3 real day). He used Priority Mail from USPS and used ONLY Delivery confirmation. Now the sad part is that the laptop should have arrived on June 3. The tracking says it was delivered on June 3 at 1:42 pm which is totally FALSE. I live in an apartment complex and there are special lockers for USPS to store packages, we get the keys in our mailbox if there is something to retrieve. There was nothing, nada, zero. So I waited Saturday, Monday and as I am writing this ( 1:40 am EST) of Tuesday, nothing has appeared. I keep getting regular mail and even one PACKAGE I bought via eBay on one of the lockers. I have pleaded with the PO and they swear they delivered it.... Laptop has yet to appear.

Should I file an INR claim? Will I win this dispute? I feel REALLY sorry about the seller, but I read that it is his responsibility for the item to get to me safely and on time... right?

I feel mortified, I wish nothing of this were happening

My subdivision has those package lockers, but when they were full they left the packages at my door or the neighbors.  Check with your neighbors.  Talk to your postman.

Will I win this dispute if the seller did not use signature confirmation? The item was over 250 (1150 exactly).
