I purchased an item off ioffer.com and I payed through paypal. the guy has not responded to any of my questions of givin me a tracking number, it says he hasn't even shipped it yet. but he revieved his payment on palpal..what do I do?

If the seller doesn't deliver the described item or refund your payment in a reasonable amount of time (couple weeks), file a dispute through PayPal's Resolution Center.

 

Since the payment wasn't for an eBay item, you will not be eligible for the 100% PayPal Buyer Protection Policy... instead, the PayPal Buyer Complaint Policy will apply. The PayPal Buyer Complaint Policy will refund your payment only if the seller has sufficient funds in his PayPal account.

 

If you paid using a credit card and PayPal is not able to refund your payment, you can contact your credit card company to dispute the charge.

thank you. that sounds like a huge mess. 😞 I really hope it is just taking awhile to ship because they are from japan. it's a christmas gift and i wont have enough time to get another one.

the seller hasnt been online since he recieved his payment through paypal on 4 days ago..
