obviously scammed buyer, ongoing dispute

in September, I ordered $200 boots from a seller's website and used Paypal for the transaction.  I immediately was concerned because I received no confirmation from the seller.  I sent an email to them directly and received no response.  So I wait with hope that communication is not necessary - although I did figure out the seller is in China.  A few weeks later I received a package totally in Chinese that contains a Hannah Montana plastic tote bag - no note or invoice.  I try to contact the seller again, not even sure it is from them.  No response.  I waited another week and then opened a PayPal dispute on an undelivered item (also tried to call PayPal but that went nowhere).  The case was closed when the seller said they delivered - so I reopened with Not As Described.  The seller required I return the bag ($30 in international shipping for a plastic bag!)  - which I did.  But the latest is the tracking indicates the package could not be returned because the seller gave me the wrong address.

 

This is clealy a scam - but I don't feel that PayPal is taking my case seriously.  What are the chances I will ever have this money returned and this scammer will be shut down?

I had the exact same situation, only mine was a Mickey Mouse tote bag.  I called paypal and they were able to give me a refund without making me send back the bag when I explained the situation.  Try calling, they should be able to help you.

My dispute is different BUT I don't anymore believe PayPal is putting much effort into investigating anything.  I am totally disgusted and closing my account. 

 

The way I look at it, I've been burned once - if I keep my account,  odds are it'll happen again...and Lord knows PayPal is NOT looking out for me the way I thought they were.

 

PayPal's handling of my dispute (which is so obviously fraudulent) has given me cause to wonder why they're supporting the scammer and not the honest customer?
