Paypal refunded Scammer despite ebay support of scammer's activity

On 22nd Sept, I sold my iPhone on eBay, happy days!
However, on the 1st Jan, 101 days later, the buyer then claims that he has not received the item. Unfortunately for me, after keeping the receipt for 3 months and not hearing from the buyer that he had any issues, I had a clear-out and didn't keep a hold of the Tracking number. I updated PayPalcase with "Posted via Royal Mail, Tracking Number: TBC. Sorry, I have lost the receipt, but will speak to eBay to get the Tracking number and update asap." Within 3 hours, Paypal closed the case in the Buyer's favor that I did not have the Tracking number.
What Happened?: I called Paypal to request that the case is re-opened as i was still reviewing with eBay, they advised that they could only do this if I had the Tracking information. The buyer is protected for 6 months after purchase.
I called Royal Mail to find a Tracking number, unfortunately, there is no tracking number kept on their system to locate delivery. However, you are only protected if you make a claim 10 working days after delivery.
I then called eBay, as a seller or a buyer, we are protected for 60 days after purchase. After 90 days, any transactions disappear from your account.
After tracing the transaction with eBay, we found that this buyer had made previous fraudulent activity on his account, he consistently buys and reports items as not received, faulty and opening cases where he hadn't received items and claiming through Paypal. eBay noted that this activity was consistent and unacceptable, his account has been banned.
However, Paypal have said this is not efficient evidence to support my case, as the manager kindly put it "No Receipt, No refund!"
Even though any normal buyer who purchases an expensive item, would most likely start wondering where their item is after 3 days, never mind 6 months! His excuse was that he was "ill", however, this has not stopped him making other transactions on ebay and PayPal. Paypal have said that even though the facts and any common sense of the above because I do not have the receipt, they will not review the case again and ruled the case in the buyer's favor.
I am just an infrequent seller on ebay, I am not a Big Business or Company that does this as a job. I work Full-Time and I work hard to earn my money. Yet this conniving thief has done this before and has worked out that Paypal's buyer's protection act is a flaw and is abusing their system. Paypal are happy to let this happen and are unwilling to support sellers even though the facts are that he is a thief!
Lesson Learnt: Keep Receipts for 6 months because people can make a claim that they haven't received an item, even though common sense would be that you would raise a case within 2 weeks if you hadn't received an item
I am sharing my story, so that other people don't also fall victim to a £400 scam and also in the hope that my story will get noticed and Paypal can be ashamed of themselves for rewarding a Scammer!
I have reported this fraudulent activity as a scam to the Police, but sadly it is only up to PayPal to overturn the case.

Sorry you were scammed but you can't blame paypal.
As a buyer can open a dispute up to 6 months post payment (and sometimes longer with a credit card company), then all you had to do was keep that tracking number.
If you were the buyer and had NOT received your item, then would you be happy if you filed a dispute and did not get a refund as the seller 'said' they had had a tracking number but lost it?
Advice is voluntary.
