Seller Cannot Refund Me Until I Close The Dispute?

I have an open case at the moment that is for a refund of postage after I picked up my item instead of delivery.
The seller is happy to refund me but after a week of trying to get his attention via email to gain my refund the only time he responded was when I opened a dispute and he is now telling me that because I opened a dispute his paypal account has been put to minus £30 and he could not refund me until I close the case as he owes me £12 and he says he would have to transfer £42 to his paypal account to refund me which he refuses to do.
My problem is I am not to sure about closing the case without having my refund and I'm unsure about him telling the truth about his account being frozen and put to minus £30
Can anyone give me some advise please, thanks

It could be possible that the funds are being held from your sellers account and if they don't have the amount of the transaction in their PayPal account, it could put them to a negative balance on their PayPal account.
Firstly, if your seller was to have a negative balance for the full transaction amount, they could resolve the amount that they wish to refund to you, for example £30.00 GBP, and then we can manually process the partial refund to you on your sellers behalf.
Another thing that I would like to outline is that if you close this case, it's not possible for us to reopen the case once it has been closed by you. For this reason, I would strongly recommend that you keep the case open until you have received a refund from your seller.
If your seller contacts you to advise that they are unhappy with this, you should tell them to contact customer services at PayPal for more information and we can investigate it further for them.
