Why is PayPal deducting money when I withdraw to a checking account?

I sold an item on eBay, $9.99 was deposited. When I went to withdraw to my bank account only $9.40 was available. This has never happened before. What is the reason for this.

I would like to know the answer to that question too! A girlfriend sent me 30.00 dollars a few days back and when I went to transfer the money to my bank ... I see 1.17 was detucted from the amount. I don't remember that happening before either.

Ok I think I just found the answer to our question ...
It's free when the money comes from PayPal balance or bank account.
but they'll charge us 2.9% + $0.30 USD when the money comes from a debit or credit card or PayPal Credit
(the sender decides who pays this fee).
This adds up, for me anyways ... 2.9% of the 30.00 dollars my friend sent to me is .87 cents. Then add .30 to that and that's the 1.17 they took from me. So if I'm understanding this correctly, my friend sent this payment to me using a debit, credit card or PayPal credit. and evidently she marked me as the one paying this fee! lol!

Thanks for the info. Now the question is, what the difference between a PayPal balance and a PayPal credit?
Just a week ago a company sent me $22 and nothing was deducted. Why is money sent from eBay and money sent from your girlfriend a PayPal credit and money sent from a company as payment for work done a PayPal balance? I would like to see a company spokesperson reply to this. Although anyone else who knows is welcome to respond.

The balance is the amount of money in the account. If someone sends you money, it appears in your pending balance if the payment is held, and moves to your available balance once the hold is released.
The reason why you got $9.40 rather than $9.99 is the fee for receiving a payment, like n8urnut said. For a $9.99 payment, 2.9% + $0.30 is $0.59.
If you got another payment previously and nothing was deducted, that means it was sent to you as a personal transaction. It's important that people who send you payments for items or services don't do that, because doing so circumvents the fees and violates the User Agreement. If ever you get paid by someone in the future and they send it as a personal transaction, you can refund it and ask them to re-send the money as a payment for goods or services. You also have the option of setting the terms for a payment yourself by using Request Money.
