ioffer.com is a scam for sure

I am concerned about Paypal's continued association with the website www.ioffer.com. I was recently scammed by a seller, making a purchase for a handbag, seller gives paypal a tracking number, paypal releases the funds and when I received the item it is a cheap piece of fabric and nothing more. Cannot reach seller now but he is still selling on ioffer despite my attempts to file a dispute with ioffer about him.
Then I googled ioffer and found hundreds of complaints from buyers that conducted transactions thru paypal and were scammed the same way I was.
Paypal said they cannot help me for receiveing wrong items and I understand that but, since they are perfectly aware of the hundreds of complaints they have had with ioffer.com, than why do they maintain a relationship with them.????

I don't think it's fair to label the entire site a scam, but there are a lot of scammers operating on it.
That having been said, Paypal is not the police - it's not their job to supervise all of their customers and they never agreed to do so.
If you have a problem with the site, don't shop there.
