How to file compliant against PayPal in India specifically with MoF and RBI

I trust everyone is doing fine. 

I want to file a fraud compliant with the Indian regulatory specific the Ministry of Finance and Reserve Bank Of India on Fraudulent ways of PayPal working in India? 

Do you know what is the approach? If yes please share.
