I opened up a dispute case against a buyer as i never recieved the item. However she is not responding and paypal have given her till the 25th to respond. But how can they settle the dispute if she is not responding?

Because if paypal find in your favour they will refund you themselves under their buyer protection policy.
Then they will put the sellers paypal account into negative until they pay that debt off.

As long as you have escalated the dispute to a claim?
Then paypal review / refund within 48 hours of that deadline being met.
