Hi Mzhuang,
Welcome to the community forum.
If you are making a purchase there is no fee for you to send the payment. The best way to work out the details are to being the process of sending the payment. Click 'Send Money' in your account and then choose to purchase goods and services. This will ask you to enter an email address. When you put that in you will be taken to a screen where you can choose the currency and amount so you can enter 12,000 THB. When you go to continue you will be shown what the charge is in your local currency and the exchange rate being used before you complete the payment.
I hope this helps.
Rachael
