Refund from steam, says complete, not in my paypal balance

Hey, i bought a game on steam that i later on regreted and issued a refund, the refund was accepted by steam, and it says that the refund is completed and is added to the balance but the paypal balance says 00.00NOK (Norwegian Krone)
please help, i refunded before from steam and it was not delay in the payment

If you funded the original paypal payment to the seller with a debit or credit card then it won't go back to your paypal balance.
Once marked as completed it will automatically go back to your bank account or credit card but takes up to a week to process through to the bank and a bit longer for a c.c (paypal say allow 30 days but I have never waited longer than a week for mine).

i refunded it today took 4hours until steam approved the refund, and usally when i get the email from steam that your refund has been approved, they money goes to my paypal balance within minutes, but not this time

So did you fund your paypal payment to steam via a card / bank transfer OR funds in your paypal balance.

When you refund from steam you get the option to get the money to your Steamwallet (your own steam "bank" where u can use your fund in steam only) or to your paypal account, i always choose to get the money to my paypal balance because then the money is delivered instant when the refund get approved. if you choose steam wallet you get the money on steam but you have to wait 12hrs until you can spend the money

The reason i ask is that if you have funds in your paypal balance and then buy something then paypal will always take from those funds (as that is now the default funding source), rather than from your normal funding source eg bank account or card.
To check go and click on the word "details" next to any recent paypal buying transaction and see if they were funded from your paypal balance ie buyers payments rather than your normal funding source.
