Hi, where at Paypal can I buy 'PayPal gift vocuhers' for someone to claim during their PayPal checkout?

Hi jelly_bean2007, 

Welcome to the community forum. 

I'm afraid a PayPal gift voucher is not something that is available. You can send someone a gift payment to their PayPal account if you know their PayPal email address. You would do that by choosing send money in your account and then selecting gift.
