why i cant use my paypal balance i dont.i tryed couple of time to upgrade my neobux account with 90$ with paypal.but every time show this massage like this (i use visa card prepaid verfied with paypal)

and i tried to pay to neobux to increase my rental balance then its done
If you don't currently have a card on your PayPal account that may be the issue. We would always recommend having a card as a back up.
If you are making a payment that sets up a recurring agreement you would always need to use a card rather than your balance. The agreement is tied to the card but payment will be taken from your balance if it is available at the time.
