I'm having a simiar problem. One transaction ID covers two orders, one of which was not delivered (and I can prove non delivery). Anyway, PayPal first ruled against me on the claim (quite wrongly) and without telling me why the case should be closed (which was crass of PayPal). Now, after the case had been closed. I was able to click on a button that presented me with an option to claim for missing quantity. So, it is under that head (missing quantity) that I got the case to be opened again. So, PayPal has now found in my favour, and quite rightly so. But, without checking with me that I've actually received the partial refund, PayPal has once again closed the case. My seller says I have to close the case before they can effect a refund (looks like they do not realised it's closed by PayPal). Now, what kind of system is it, where you have to close a case in order for a refund to be made? A very bad one I suggest.

May I just point out, that I was only ever claiming for partial refund. But, the sytem led me in a direction, regarding my claim, that made it appear I was claiming for a full refund, that is for the transaction amount, rather than just one of the two orders covered by that transaction. Only when that claim was cancelled was I able to move on to claiming for missing quauntity. Unless I've missed something and I could have claimed for missing quantity right from the start. It would be nice if that is possible.
