www.paypal-notice.com sent an invalid response

My first post on here is about an email I've just received telling me that I need to implement "some critical security upgrades to your systems" and that instructions to help can be found on https://www.paypal-notice.com/en/.

 

However, when I try to click through to this sire I get this error in Chrome browser -

 

This site can’t provide a secure connection
www.paypal-notice.com sent an invalid response.
ERR_SSL_PROTOCOL_ERROR

 

In Mozilla I get this similar error -

 

Secure Connection Failed

The connection to www.paypal-notice.com was interrupted while the page was loading.

The page you are trying to view cannot be shown because the authenticity of the received data could not be verified.
Please contact the web site owners to inform them of this problem.

 

This is on a desktop PC running windows 7 and the email is in relation to my website that accepts PayPal payments.

 

I am wondering if I have stupidly tried clicking on a phishing email link, or if there is a problem with either my PC or the paypal-notice.com website? If a security update is needed on my website I would like to see what changes I need to make!

If its a spoof,  YOU SHOULD NOT NOT USE ANY LINK.


Firstly if the email addressed you as ''Dear Member'' / ''Customer'' / ''Client'' OR your ''email address'' then that confirms its a spoof as paypal would address you by your full name eg Dear John Smith.


Secondly if there was a link OR attachment in that email to ''cancel'' the transaction or ''confirm'' any details then again it would be a spoof.


If there was a problem with your account paypal would not ask you to click on an unsafe link in an email or by downloading an attachment, they would direct you to log in normally and go to the resolution or the message centre for more information.

I am used to spoof emails and checked that it was addressed to me correctly by my full name, also it was well worded and looked far more genuine than other spoofs/phishing emails I've had. I even checked that paypal-notice.com is a genuine PayPal website, which it appears to be from my Google search on it which shows many genuine looking results, however I am still not able to access it.

 

I have just reported the email to spoof@paypal.com.

Once reported to spoof@paypal.com, rest assured the relevant team should be able to investigate further.
