Double charge due to an error

Hello,

I have a serious problem here with the payment. I wanted to pay for the item on eBay, but on the checkout I got the following error message:
''We were not able to process your PayPal payment
If you encounter this message more than once, please contact PayPal customer support for further assistance''
At first I thought that it was just a temporary issue, so I opened 'My Purchase history' and tried to pay for this item again. This error message appeared again. I have tried this several times, but no luck. Then I have tried to pay this seller from my another account, but the same error appeared again. As a result, seller did not receive my money, these transaction DO NOT appear in my Paypayl transaction history, but each time when I tried to pay it has actually charged my credit card, so in total it has charged me 9 times from my PP account and 2 times my wife's account. 11 TIMES IN TOTAL!

Here is what I see in my credit card history:

As you can see system has charged me multiple times. The same happened on another account.

Please clarify how can I solve this problem? I want to get my money back and be able to pay seller for the item, because he has already opened an UNPAIND item case on eBay. This looks like a PayPal issue, as a result I got charged multiple times. 

Please help me to resolve this.

Contacted PayPal customer support, they have double checked this and emailed me that transactions were denied due to processing issues (technical issues). I have contacted my credit card issuer and they have released all reserved amount.  All sorted now, but still very unpleasant experience.
