Why is there a charge for a cancelled transaction?

My client sent a payment over paypal without consulting with me, and I did not make a money request.
When the payment came, the transaction was on hold by paypal, and I requested Paypal to refund the money to the client.
That means, my account balance was 0 all the time. Now, once refund was done, Paypal is showing negative balance, and claiming money from me.
Why is that? Why I have to pay for a cancelled transaction when even I did not make the money request at all?
Folks, please share your experience and suggestions.
