$20 promotion from best buy

I purchased from Best buy on Nov 10th for $297 using paypal by following a link and before the transaction I confirmed it mentioned the promotion. I never received $20 cashback. When do I receive the cashback. Is this a scam because on Nov 17th I received a refund of 0.01 and the status updated as partially refund which looks like a manipulated way to not give the cashback. Could somebody help???

I ran across your question while researching the same issue. I selected the same $20 cashback for using PayPal when I purchased a laptop on BestBuy's website. I'm trying to find out the same thing; how and when do you receive the $20 cash back?

Hi All,
Here are the terms and conditions of the offer:
Receive $20 cash back on purchases of $100 or more excluding tax and shipping (“Offer”). Offer applies to transactions at www.bestbuy.com when you use PayPal as the payment method. Offer begins November 8, 2009 and ends November 16, 2009, or as long as the Best Buy website indicates that the $20 cash back promotion is available, whichever occurs first. To receive this Offer, you must use a U.S. PayPal account in good standing and complete a qualifying purchase no later than November 16, 2009. The maximum amount of cash back per PayPal account is limited to $20 USD. The cash back will be deposited into your PayPal account within 2-3 weeks after the end of the promotion.
Excluded transactions from this offer include, but are not limited to the following: PayPal Plug-In transactions (formerly named: Virtual Debit Card), gift certificate payments, gift card purchases, PayPal Debit Card payments, automatic and/or recurring payments that you have scheduled, and PayPal Plus Credit Card/ eBay MasterCard payments not made through your PayPal account. If the payment is refunded or cancelled at any time, you are not eligible for the Offer. If the payment is refunded after you receive the cash back, PayPal will deduct the cash back amount from your account.
PayPal reserves the right to cancel, suspend or modify part or this entire Offer at any time without notice, for any reason in its sole discretion. This Offer cannot be resold or transferred.

So Amanda, you have posted the terms. Does that mean these funds will be posted in our account in the next few days since it is almost 3 weeks since the promotion has ended?

I purchased something from BB on 11/13 and still did not get my $20 in my paypal. Does anyone have any idea where I can get some help?

So what you are saying is if I meet all your requirements which I believe I have. I should see my $20 from purchasing a GE Profile microwave from Best Buy on line on 11/13/09? Which I have not. It looks like to me that the consumer is being mislead by Pay Pal and Best Buy.

I just got off the phone with PayPal. Apparently, the deal was ended early on 11/13. Best Buy did not update their website to let the customers know. I'm out the $20 I was expecting off of my 11/15 order. I'll be returning the items to Best Buy today. I'm glad I found this out when I did, because today is day 30. I think it's really shady that they ended the promotion early without notifying as such on their websites.

Here's what I got from BestBuy after going back and forth with them:
I understand your position on this issue. The promotion was run by PayPal and because personal banking information is involved we are not able to contact PayPal on your behalf. I apologize and know the frustration you are experiencing. I appreciate your patience despite the ordeal.

I had no clue of where to contact so I just filed a general claim to Paypal and got no reply yet. If things are like this, shouldn't this be called a "scam" or "fraud"? Anyone know who I need to file a claim other than bbb?
(I got my order confirmation on 11/13.)

I have yet to get any response from Paypal or Best Buy. We all need to get in touch with the BBB and file a complaint. That seems to be the only action we can take. I will not use Paypal again unless they honor this promotion within the next 30 days.
