Applying for the Paypal Debit Card without SSN?

Here is my situation:

I created my Paypal account two years ago, [approx] but I don't remember if Paypal asked me for a SSN. I recently started an internet business and I get money in my Paypal account. The thing is I want to cash out that money and use it or get the debit card and use that. Now the problem I have is that I don't have a SSN but a ITIN number [used for the IRS].
Last week I applied for the debit card and I was surprised it asked me for a SSN .. I guessed when I created my paypal account I put my last 4 digits of my ITIN number, it didn't go through. After two times, not sure, the system locked and it said I couldn't apply until 30 days have passed. I thought maybe I used my father's ITIN number instead of mine [he doesn't have SSN either]. I contacted Paypal via email and told my situation and they said only SSN is accepted.
This makes me wonder because I have a debit card with Wells Fargo and I told them about my situation and they said my ITIN was OK for it is an identity number [SSN privileges are not applied to ITIN obviously I understand that].

So, why Paypal woudn't accept my ITIN number instead of the SSN? In fact, I've read many articles saying Paypal shouldn't ask for the SSN.

Before calling them through the phone to Paypal, I wanted to ask here first.

PS.. I could transfer my money to my Wells Fargo debit card but it takes time. Does Paypal or my bank charge for money transfer from Paypal to my checking account?. I find this process very tedious instead of the Paypal card which it's automatically for use.

It appears that PayPal wants to hold people personally responsible for corporation financials. I don't think that PayPal is being force to recognize corporations as individuals. I would love to hear PayPal say otherwise.

Astrox Hi there, I have exactly the same problem, I am seller on eBay and over 2 years since I use my paypal account and collected more than $ 100 cashback within 6 months because I used my card for almost everything, one day I notice a fraudulent transaction and I reported (were stupid 25 dollars now I regret) they canceled my card, and now I can not get a new one for not having SSN and IRS ITIN is not accepted. I really would like to take legal action on this as it is unfair, I have a good record with paypal since 2005 the detail does not seem right, now I am suffering with limited transfers and checks shipments slow. We must find a way to get accepted ITIN in the paypal account debit.. Somebody told me talk to paypal legal department about this issue.
