Dispute Help Needed - Seller Stole $3000

Hello..

I filed a dispute (dispute ID: PP-869-402-558) last week for a purchase (Charge From Credit Card (Unique Transaction ID #9VW92684EX931811G) that I never received.  The case was immediately closed because of the 45-day filing restriction.  As I stated in the dispute, I could not file within 45 days as #1 this product had a 42-day (6-week) lead time; and #2 the seller continually told me via Email and phone that the product is near completion.  The seller continued this sentiment until December 22, 2009.  Since December 22, 2009, I have not had any communication from the seller has he does not answer my Emails, or return phone calls.

During the the period of December 1, 2008 through December 1, 2009, I have used PayPal to purchase over $21,600 with this account.  With 2010 already proving to be a better year, I suspect this number may double.  During this period, I have not filed a single dispute other than this one.  I use PayPal because I thought I was protected.

PayPal let this fraudulent activity occur on their system,  not once, but multiple times from the same seller.  I know of five people who used PayPal to purchase products from PCNC Automation.  These three people are in the same situation as me.  I can provide those dispute IDs if needed.

I use PayPal because it's a convenient service.  Not because it's the only way I can pay.  I sincerely hope PayPal does the right thing and issues my money back to me.
