Paypal Debit card fee question...

On the paypal debit card agreement page it says for fees "Signature Withdrawal $ 3.00 if a signature is required.", is that for cash withdrawals or is that for buying something from a store and you sign for it?
Basically what i want to know is, if i get the PayPal Debit Card and go to Target and use it as Debit, will i get charged a fee? If I use the card as credit will i get charged a fee?

As a retailer I would define it if you have to sign for it like a credit card, they charge you 3.00. So you are better off just using your pin at Target.

do you get a pin number with the paypal debit card? if so and you used the card as 'debit' not 'credit' would you be charged?

The fine print on the page the card was attached to states that the fee is charged if you use it to get cash at a bank, and they require a signature.

yeah i read the fine print and saw that but its hard to understand, but i still cannot answer my questions above...
