Here's a reponse from PayPal's Customer Service in regards to a Phone Number for Hearing Impaired.

----------------------------------------

Thank you for contacting PayPal.

I am happy to assist you with your concerns.

I understand you need a paypal phone number for the hearing impaired. We apologize we don't have a specific number for that but Telecommunications Relay Services enable standard voice telephone users to talk to people who have difficulty hearing or speaking on the telephone.

Telecommunications Relay Services enable standard voice telephone users to talk to people who have difficulty hearing or speaking on the telephone (also known as Relay Calls). It is important to understand how relay calls work and what we can do to help our customers using relay services have the most positive customer experience possible.

How Do Relay Services Work?

Relay Services use operators, called "communications assistants," to facilitate telephone calls for people who have difficulty hearing or speaking, and other individuals. Federal Communications Commission (FCC) rules require telephone companies to provide Relay Service nationwide on a 24 hour-a-day, 7 day a week basis, at no extra cost to callers.

Conversations are relayed in real-time and relay callers are not limited in the type, length or nature of their calls. IMPORTANT: Communication Assistants are not permitted to disclose the content of any conversation. Because of this requirement, relay services allow us to speak to our customer while maintaining their privacy in accordance with our Privacy Policies.

The most common type of Relay Service is Text-to-Voice - This type of relay service uses a communications assistant who speaks what a TTY user types, and types what a voice telephone user replies. The first step is the TTY user's call to the relay service center. This is functionally equivalent to receiving a "dial tone." The caller then gives the number of the party that he or she wants to call to the communications assistant. The communications assistant, in turn, places an outbound voice call to the called party. The communications assistant serves as the "link" in the conversation, converting all TTY messages from the caller into voice messages, and all voice messages from the called party into typed messages for the TTY user. The process is performed in reverse when a voice telephone user initiates the call.

Thanks for the replies.  The poster who needed assistance did in fact speak to a PP rep, however, she was unable to resolve her issue.
