Personally, I'm wondering if I can send money from paypal to a my personal Money Tree (check cashing) account (Money Tree even has their own debt card).

Why would you need to send a paypal payment to WU.

Is a seller telling you to make a WU payment.

Unfortunately not as Western Union does accept PayPal as payment method.   You can pay with Visa or Mastercard.
