So What If Someone Tried To Scam You From, Lets Say, Malaysia

I've been told it is very dangerous to ship things, when selling on ebay, to countries like Malaysia, Thailand, and pretty much anywhere very far away because it is difficult and can end up being kind of expensive to track and confirm such deliveries.

 

I've been told that ppl will offer to buy things from you, then claim they never got them and file for a refund through paypal.

 

Well my question is, what if there is no money in your paypal account and no money in your bank account ( my bank does not allow me to overdraft under any circumstances)?  Or if say your bank account was closed in between the time you did the transaction and the refund was processed?

 

I suppose in general what I am asking is what exactly is PayPals policy or process in obtaining funds on deliquent accounts? Or would the scammer just not get their money?

If someone wants to Scam you they will regardless of how safe you think you are.

 

One of the most common red flags is that the buyer wants to sent you the money via your PayPal email address.
Normally as the seller, you send the buyer an email invoice or the purchase is processed through your web page or site.

Next common red flag, the buyer wants the item delivered to another country and recommends a shipping service to use.

Another red flag, buyer offers to pay more than you're asking or is requesting shipment ASAP to an unconfirmed address or another state or country.

Beware when the seller wants you to send him the money for a purchase but you are asked to send the money as a "Gift".
This means that the seller is trying to avoid paying the transaction fees and also makes it hard for you to prove you actually purchased an item.

You can protect yourself in several ways:
Do not sell to non-US PayPal Accounts.
Require a "Confirmed Address" meaning that the shipping and billing address must be the same.
Opt to not accept eChecks.

These are all options you can enable from within your PayPal Account Profile.

I just feel like more needs to be done about these people than simply avoiding them.  I'm sure they'd be a lot less likely to try to scam sum1 if they send off $600 and then can't get it back.
