Everything is explained on PayPal's main web site including the fee structure. For example, see this FAQ. And you don't have to be registered business to sell online.

You do not have to formally declare yourself to be a business, to "be" a business. If you start doing business on a regular basis, and it becomes more than just a hobby, if you did not choose another form of business, you would be a sole proprietor -- which means nothing more that the fact that you are an individual doing a business.
But it does not matter whether you have no interest in selling things other than the occasional garage sale item, or if you have a hobby that causes you to occasionally sell stuff, or whether you intend to conduct business regularly. You can use Paypal as a method of collecting money, subject to the fees Skier has already pointed out

As previously mentioned, you don't have to be a Business or own a Business to sell online. You can open a Premier Account and sign up for PayPal's Website Payments Standard and still have the many of the benefits of a Business Account. Premier Accounts are similar to Business Accounts as you can still offer your customers the option to pay with a credit card or open/use a PayPal Account. However, there are trade offs as Premier Accounts are intended to only display an email address on the PayPal Screens and they also will display your personal name on Requests for Money and email Invoices.
