I can't transfer from my paypal wallet to my prepaid debit card

Paypal straight up does everything in it's power to not let me transfer my funds to my debit card, no matter if its the website or app i cant because theres a error message popping up telling me that action cannot be done in this moment? I have been trying to contact the help center but I get radio silence and i dont know what to do at this point
