Account Limitations and strange Email from Paypal, Please help anyone :(

Hello all, I was wondering if anyone could help me?

A few months ago, I was required to submit documents, such as photographic id (Driving licence) and so on to verify my account to remove limitations. To which I did so and limitations were then lifted a few days later.  No problems for a couple of months until today.  I have been selling my 9 month old daughters clothes on Ebay, as she grows out of them so quickly and seems a shame to just bin them.  I always provide tracking numbers on my transactions using Hermes parcel delivery.

Today I received the following email out of the blue; it is quite a read so bear with me:

 

Dear Fiona Sh****** ,

After reviewing your PayPal account, we've determined there to be excessive risk involved in doing business with you and we'd like to begin parting ways in a manner that is least disruptive to your business.
 
If there is any money in your account balance, it will be held for 180 days (from the date of the last payment you received) to cover any disputes that might be opened by your buyers.
After 180 days, we may ask you to provide us with a proof of identity and a proof of address before you can withdraw any remaining balance. 
If there are outstanding buyer complaints open against you, you can refund your customers via the Resolution Centre in your PayPal account. 
 
We reserve the right to close any account reported to be involved in possible high-risk behaviour. In the event of a dispute, we'll try to recover the money from you by debiting your PayPal balance first and, if there are insufficient funds in your PayPal balance, we reserve the right to collect your debt to PayPal by any other legal means.

We appreciate your patience and understanding regarding this matter and regret any inconvenience it may cause you.

I have no idea as to why I would receive such a email, things seemed to of been going well, I mean ok, I had not been selling for particularly long, perhaps since June of this year.  But no problems before this.  So I rang the 0800 Paypal telephone number, who seemed as though they weren't sure as to why I would receive this message either and I was put on hold.  After the lady came back onto the phone, she told me to ignore the email and resubmit my Driving licence through a link she would send me to my email, to which I did so.

The thing is, why would I receive this email?  The person on the phone didn't have much of a reason other than my previous documentation wasn't good enough, at least the photographic id anyway (hence the resubmission).  But would they really send such an email for a confusion over my driving licence?  Bearing in mind they previously accepted all my documents and unlimited my account, now it seems as it reads they are shutting me down for good.  I have a pending balance just now, it's not a great deal of money, but with the festive season coming up very quickly and having such a young daughter it would of been handy to of been able to of withdrew my funds, especially since I have provided tracking details to all my customers on Ebay.

I have tried to message Paypal support on Twitter as well for a quick response, however I am still waiting, so I thought i'd come here to see if anyone has had anything similar happen to them and if and how it was resolved. I also have listings of more baby clothes on Ebay which have bids on too, but I am unable to receive funds into my Paypal account, so thus causing further disruption and the possibility of negative feedback, its all very confusing.

Further to my previous message, I sent this to PayPal.  However I am unsure as to where to send these emails to PayPal so have been using the drop down menus's to select, account issues etc.  Please, please, please...If anyone is aware of what I can do regarding this I will be so grateful.

Yours sincerely, Claire PayPal I quickly contact PayPal via the telephone number on your page and explained the email I had received to a member of your staff. The member of staff told me to ignore the email and could not understand why I had my account limited. I was then placed on hold while they went to figure out why this could be the case for a whole account restriction/limitation. When they returned they said that, my driving licence/photographic ID had not been accepted previously when asked for evidence to lift my initial limitation. I had a previous limitation due to not having been asked to send in personal documents to prove my identity. When I previously sent in all documents required of me, my account limitations were lifted. At no point did PayPal state that my photographic ID was not approved. The person on the telephone conversation then requested I sent my photographic ID sent again so that this limitation will be lifted. To which I have done so. I have also provided a pdf, utility bill to prove my name and address. I find it deeply upsetting that Paypal have yet again restricted my account, especially considering that I use it to sell items that my 9 month old daughter no longer uses, outgrown clothes etc and due to the festive season, restricting my account in such a manner has had a deep impact on my finances as I have had sales on Ebay, all of which if you check my PayPal account have had postal tracking details/numbers added to them to prove their dispatch and receipt which also coincides with my good feedback with Ebay. This brings me to my next issue regarding this limitation. Having sold and currently selling my babies old clothes on Ebay, I am expecting payments from these sales within the next 24 - 48 hours, however, any buyer will be unable to send me funds to my paypal account due to the limitation put on my account. Thus furthering the situation and resulting in me having bad feedback on Ebay. I do not really understand why my account has been limited and why I received the email that I did (despite customer services on the telephone telling me to ignore the email). I have done everything I can to make my transactions made on time and with tracking information, and yet this still happens, I have also supplied all the relevant documentation to prove my identity, to which I have now repeated as of 9/12/2017. Please can you advise as this is very upsetting. I would like this matter treated urgently as not only is it very upsetting, but it is also very detrimental to my finances, especially when the items I am mainly selling are my 9 month old childs out-grown clothes, the money is to go towards her and the festive season, so anything that can be done asap would be much appreciated. I'm afraid we do not know why the account became permanently limited. When our review team permanently limits a PayPal cccount it is an evaluation of all the information and payments on the account, this evaluation is not shared with customers.

If you would like to contact out Customer Care department, they will be able to give you more information regarding this.
