Account limited asking for photo i.d and my funds avaliability is undefined.

Ok so I opened a paypal account in order for me to sell some second hand items that were cluttering my house basically listed the items with no problem linked my bank account etc, anyway now im all set up i sell an item, after selling the item and posting it my paypal says its limited i automatically called the customer service who said i needed to send my photo i.d now i only have a provisional driving license so i sent them this blocking out my personal information what im unwilling to disclose to paypal i left showing my picture date of birth and address, the response was this cannot be accepted they then asked for utility bills invoices of my business and proof of postage, okay so now i send them my proof of postage i couldnt send invoices as i explained im not a business and i am not happy sending utility bills when they already have a copy of my photo i.d, they then said that the proof of postage couldn't be accepted either although it showed the tracking number and postcode of the address i sent it to, furthermore the tracking shows online delivered and i have provided this information, but either way they are now not accepting what i have sent them and asking for further proof i dont feel comfortable sending this much information to an online site that offers little security, but now comes the problem the money from my sale was pending till the 11/06/2017 now because the account is limited the date has changed to undefined and i have informed the customer service (who are rude) i will not be providing them any more of my personal information so what happens to my money? they get to keep it if i dont send more of my information? my tracking shows delivered and i now have ebay fees to pay but im left without the items i sold or the money so what do i do? grateful for any response

PayPal claim it’s for security. Yet they only encrypt financial data. I do not want my ID held by PayPal. Yet the crunch part - I can’t leave PayPal unless I provide it - talk about a way to hold your money indefinitely. I do not even have a passport. I have been corresponding with PayPal since last year about this but get the same bog standard replies even when I point out all I want to do is leave rather than hand over personal identification, and that they have created a catch 22. I don’t want to stay and they are blocking my funds and my leaving - over the same reason I want to leave!

 Having exactly the same issues and it's doing my head in.

 

I'm on a really low income right now and sometimes my mum send over money for groceries etc now I have this limitation.

 

The worst part is, it's only the photo Id which I can't provide! I've never driven and never left Scotland..well the UK. So have no photo Id. I don't think pp realises its not a mandatory thing in the UK to have photo Id? 

 

It's very frustrating because on Saturday I was emailed by the service centre and they said as my letter I sent from the government only had my initial then surname they would need a drivers licence however it goes on to say "however if you can provide a utility bill with the entire name as registered with PayPal, you won't need to supply photographic id" well I did that from my gas company. I've sent then my birth certificate and all sorts and every single step is now done (bank was already fully authorised) it's just the photo thing... There must be some leeway here not everyone owns photographic id! 

 

In the meantime I've basically starved since late Friday night and will probably continue to do so until maybe Wednesday at which point I'll give up with this whole drama and just sell some things I cash generator to cover what am losing from my own account... So demoralising.. Great way to make money off your money without letting one take it out eh...
