PayPal Asking me for Tax ID?

Hello there.
Got an email just a bit ago from PayPal stating that they require my Tax ID Number due to IRS rules. So they want either a SSN, Individual Tax identification number or the employer identification number.
they've asked for this information as I have done over $20,000 in a calender year. My account is a UK PayPal account, and I am UK citezen, so would I still need to provide this information? I'm a little worred about my PP being limited if I don't provide it.
but how can I provide a Tax Id number for IRS when I am a UK citezen?
I should mention that most of my sales do come from the US, and I sell digital products online.
What would be the best option to do here?
I talked to the support at PayPal, and he said they just want to make sure i am paying my taxes, which I am in the UK as being self employed.
The other strange thing is that when I log in to PayPal, and it asks me to enter my Tax ID info, I click the button, but then it goes to a page which says "sorry, page not found" and even says the same thing in the notification section..
Would appreciate some advice on this.
