"You have successfully lifted your PayPal withdrawal limit"

I've received an email with the above title ^ but have not done anything that should be prompting Paypal to do this and it seems very shady, full content of the email is as follows:

"

Dear [NAME REMOVED],

Congratulations! Your withdrawal limit has now been lifted. You can now withdraw unlimited funds from your PayPal account.

Please keep in mind that there is a minimum withdrawal amount. For more information, go to

[LINK REMOVED]

To withdraw funds, log in to your account, go to the "Withdraw" subtab of the "My Account" tab and follow the instructions.

Yours sincerely,
PayPal"

(I removed my name and the link, link looks legit, but best to be on the safe side)

Can anyone shed any light on this for me? I don't use Paypal to withdraw funds and it's not a service I've requested(or would use) so I found the unsolicited email(and possible change to my account) quite worrying.

Scam .... don't click on links in emails as you will comprise your account.  Always login to your account using your web browser and ensure that the link begins with "https://".
