Can i creat the account in pakistan??

I want to create paypal account, i tried to verify the account but pakista is not in the list how to create and use this service Please help

Sorry but paypal is not available or supported in Pakistan and trying to use another countries paypal account to bypass that limitation will only lead to a permanent ban anyway.
