Can't unsubscribe from PayPal emails

I receive email from PayPal at [removed] almost every day. They look legit. The internet header in the email shows it was sent from the [removed] domain, replying to the email goes to the sending (PayPal) address, all links in the email go to www.paypal.com (rather than a phishing site), etc. If I click the Unsubscribe link it takes me to https://www.paypal.com/myaccount/preferences/marketing-preferences?ID= (with a encrypted ID). There I see that I am already unsubscribed from all PayPal marketing emails, yet I continue to receive the emails. How can I stop these? I can certainly create a rule in my email client to treat them as spam, but then I won't get legitimate emails. Thanks!

When I click the Unsubscribe link at the bottom of the emails, it takes me directly to a logout page (without asking me to log in) that shows that I am logged out of news, surveys, and developer updates. I've reselected "Unsubscribe from all" numerous times.
To make sure I'm logged into the correct account, I've selected Reply in the email that PayPal sent (to confirm which email address they sent it to), logged into PayPal, selected Settings > Notifications > Marketing Preferences (choose what you'd like). It, too, shows those three option (plus Shopping) are turned off.
I've been doing this for over a year...

I have business and personal PayPal accounts. Both show that I am unsubscribed. My personal email address (where I am getting the unsolicited emails) isn't associated with my business account anywhere.

Thank you for your post. I would recommend to follow @angelleye advise to see if you may be receiving them due to being connected to another account. I would also note that it can take up to 10 working days to be unsubscribed so if you have done it recently you may still receive some emails until you are fully unsubscribed.

Thanks for the note, Paula. I just replied to @angelleye with more details. Regarding the 10-day period, I've been fighting this for over a year. I tried calling PayPal support about this, too, without success.

Thanks for the update and additional information. I am sorry to hear it has been going on for so long. When you go to your marketing preferences, do you see any other options to tick?. I would untick all options you can see to see if it makes a difference. If it continues I would recommend to contact us directly and request that this be escalated for you as you have exhausted all options available to you from you side.

Suggestions on who to contact? I called before (maybe a year ago) and the rep was unable to help. I'm about ready to setup an email rule to delete all PayPal email, but then I won't get important mail... Thanks!
