Changing country and closing paypal account

Hi i have some few questions i just moved to a new country and want to close my old paypal account because thats from hungary and now im in canada does my email and phone number could be used on my new paypal account?

You’ll have to close the Hungary account first or switch out the email address for a different one before you can use it on Canada account. You’ll need a Canadian phone number.

Yes, as long as you can close successfully the Hungary account, you can use same email for new account. But to be on the safe side, you can switch out the email address for a different one first on the Hungary account before closing it. Then you can use the email address you want for the Canada account.

If you have a limited account, you must resolve the limitation first and then close it. If you have a permanently limited account, you’re not allowed to open a new account at all.

Hi,
I am in similar situation. I opened my account in Finland and then I moved to Germany. I changed my banking details and phone number. I was using my paypal account here in Germany and then I got an email that I can not longer use my account.
So I have to close my Finland paypal account and open a new one is Germany.
The issue is now my account seems to be restricted and I cannot even close my account.
I get an error when I try to close my account.

I don't have any open/pending transactions or any open subscription. I also removed my bank card and unlink my bank account from paypal. My account is empty.

Could you please help me? Do you know anyway that I can close my account? or contact support with email for that? It seems there is no email support available and it is only phone support.
