China proof of address

I am attempting to verify my information on my Chinese PayPal account. One item they want is proof of address. I am living and working at a private university in Central China. They ask for the typical things they ask for in the US, utility bills, ect. with my address on them. I don't have those, as my university pays my salary and then provides other benefits such as wifi, heat, etc. The lady who is the foreigner in the Office of International Affairs wrote a letter saying who she is and that I work and live at this campus and wrote my address down. She did have a mistake in the apt. number in her memo. Otherwise, what she wrote in her memo matched my address on my China PayPal account. Does anyone have any suggestions?

Welcome to the PayPal Community! I'm sorry to hear you've run into some issues verifying your account. I'm not exactly certain our support teams will accept a letter like you've described above since it doesn't come from a utility company or have your specific address on it. I would recommend reaching out to our Customer Support to see what other documents, if any, would be able to be accepted.

I talked to someone at PayPal who said the best way to get China proof of address is to get a police report that shows my address.

 

Even so, I'm not sure I am going to be able to use my China PayPal to move money from here to my US PayPal, not any issue with the China PayPal but with the US PayPal.  I have an account I set up before that allows them to verify my logon with my Google Voice number, but they wanted to verify my identity and will not accept my Google Voice or paid Skype number.  Why should I pay for a valid cell number in the US when I'm in China and can't use it.

 

I am taking my Coordinator of the uni Office of International Affairs and looking to see if my Capital One 360 Checking has its own SWIFT Code.  If so, then I can move money directly from my Bank of China account here to my Capital One checking and from there to my CA credit union account.
