Existing remembered device treated as new device at PayPal login

Why does PayPal sometimes treat my Chrome browser (even though I haven't upgraded or reinstalled it) as a "new device" (always "sheffield shf uk") and require verification at login? I don't live anywhere near Sheffield.

Don't worry about it, I get that with chrome and they say I am located in London (300 miles away)  😀

As long as I have just logged in when i get the message I know it was 'me' and not a scammer.
