I have sent  a message to the Help Tab but when I checked the reply from Paypal , it's just BLANK and NOTHING in there to read.

Sorry to hear that you're facing issues accessing message center. It could be a technical glitch that you're seeing a blank page of message center. Please try clearing cache and cookies from your browser or try using a different browser or device to get this resolved.
